Upcoming Event: Planning Commission Adoption Hearing set for September 13, 2023 for the 2023-2031 Draft General Plan Housing Element Update

The City of Lompoc Planning Commission will consider recommendations to the City Council at their regularly schedule public hearing on September 13, 2023 regarding the adoption of the 2030 Housing Element Update.

The City of Lompoc presented its Draft Housing Element to the State of California Department of Housing and Community Development (State HCD) for review on May 11, 2023. The Planning Commission will review HCD’s comments received on August 9, 2023 from the State’s 90-day review period and make recommendations to the City Council.

The Draft 2023-2031 Housing Element Update must accommodate 2,248 new housing units within the City of Lompoc between the years of 2023 and 2031. The plan also includes city policies and programs for the development, rehabilitation, preservation of housing units, and one property is being considered for a rezone to meet the required number of housing units.

HCD Comment Letter on the Draft Housing Element

On August 9, 2023, the California Department of Housing and Community Development completed their initial review of the Draft Housing Element and issued a comment letter. Please use the button below to view and download the letter. 

Next steps:
  1. The City with discuss the Draft Housing Element and comment letter with the Planning Commission on September 13, 2023, at a regular Planning Commission Meeting. 
  2. Following the meeting, the City must revise the Housing Element to address to each of HCD's comments on the Draft.
  3. The Revised Housing Element will be submitted to the City Council for review, discussion, and adoption in October and November. 

Planning Commission and City Council meetings on the
Public Review Draft Housing Element

In April 2023, the City held meetings with the Planning Commission and City Council to review and discuss the Public Review Draft Housing Element. Information on each event, including the agenda and staff report, are included below. 

Next Steps: 

The City must take 10 business days to revise the Public Review Draft to respond to comments from the public, Planning Commission, and City Council. Following this revision period, the City will submit the updated Housing Element to the California Department of Housing and Community Development (HCD) for initial review. HCD has 90-days to review and provide comments on the Housing Element.

Thank you for providing your input on Environmental Justice!

In January 2023, the City of Lompoc held two community events to gather input from residents about environmental justice and issues facing the Lompoc community. Input gathered through these community events will guide the goals, policies, and programs drafted in the Environmental Justice Element. Check back here regularly for updates on the drafting of the Environmental Justice Element.

 On Saturday, January 21, 2023, the Project Team had a pop-up booth at the Lompoc Outdoor Community Market between 9am and 12pm and gathered surveys about residents' lived experiences in Lompoc.

On Monday, January 30, 2023, the Project Team held an Environmental Justice Element Community Workshop at Lompoc High School to discuss assets, issues, and opportunities in Lompoc. 

Throughout January the environmental justice survey was available online for community members to provide input on various topics related to environmental justice.

On Thursday, October 13, 2022 at 5:00pm, the City of Lompoc held an in-person Community Workshop at Dick DeWees Community Center to discuss the Housing Element and Technical General Plan Update and potential housing sites in Lompoc. The workshop included an introduction to State requirements, a discussion of sites with residential capacity, and a conversation on fair housing issues.

Housing Needs Survey Results

Thank you to everyone who participated in the Housing Needs Survey! The Housing Needs Survey helped collect information about local demand for different types of housing, concerns regarding housing access, and ways for the City to reduce constraints to housing production. The Housing Needs Survey was open for 41 days between August 16, 2022 and September 26, 2022.

The survey results highlighted that supply of homes and cost of housing, for both rentals and ownership options, are the main barriers to housing access in Lompoc. The survey results also reflected present demand for more rental units and homes available for purchase. Among the various types of housing options offered, small multifamily complexes, such as triplexes and fourplexes, were the housing type of choice for increasing the housing stock among survey respondents.

Housing Element Workshop #1

Thank you for joining us for the first Housing Element community workshop held on Thursday, August 18, 2022 at City Council Chambers. The workshop provided an introduction to the Housing Element and Technical General Plan Update, summarized key steps in the process, and sought public input on housing issues and distinct economic, social, and geographic housing needs. The workshop was held in an open house format with multiple stations including display posters and interactive activities designed to encourage community input.

City Council Meeting #1

On May 17, City Council held a meeting to discuss the Housing Element & Technical General Plan Update. The meeting provided an understanding of the need for and purpose of updates to the Housing, Safety, and Circulation Elements, as well as the key steps in the process, new State requirements, community engagement opportunities, and contemporary planning issues.
