Community Workshop #2

On Monday, September 21, 2026, the City of Lompoc held the second community workshop for Phase 2 of the 2050 General Plan. The focus of the workshop was to introduce various land use alternatives, along with their anticipated impacts on jobs, housing, and the built environment.

At the workshop, the City presented land use scenarios that suggest incremental changes to development standards in order to receive feedback on options for growth.

GOAL
The City anticipates 10,000 new jobs at Vandenberg Space Force Base in the next 10 years. The four land use scenarios work to expand the City’s residential capacity, while maintaining commercial and industrial potential.

Project Timeline - Where are we now?

Phase 1: 2022-2024

Phase 1, which was initiated in 2022, included an update to the Housing Element based on the State-mandated adoption deadline, as well as updates to three additional required elements. These additional updates were required by State law in conjunction with the Housing Element update.

Phase 2: January 2026-Present

In 2026, the City has initiated Phase 2 of the 2050 General Plan. This phase includes updating the remaining 2030 General Plan Elements.

Community Survey #1 

The City would like to thank all those that completed the online survey! This short survey collected input on what residents love about Lompoc, what could be improved, and what they feel the future holds for the city! 

The survey was available in April and May 2026, and reposted for additional input for an extra 30 days from August 8, to September 7, 2026.

On Tuesday, July 14, 2026, the City of Lompoc held a joint City Council/Planning Commission Workshop to review and discuss the 2050 General Plan Assets, Issues, Opportunities, and Vision and Guiding Principles Report. The purpose of the workshop was to provide an overview of the Report, summarize input received from the community that informed the Report, and receive feedback from the Planning Commission, City Council, and public.

2050 General Plan Phase 2 Events:

Community Survey 

Available in April and May 2026, this short survey asked you love about Lompoc, what could be improved, and what you think the future holds for the city. Thank you to all those who completed the exercise.

Survey results will inform the Assets, Issues, Opportunities, and Vision and Guiding Principles Report. 

General Plan Phase 2: Community Workshop #1

On Monday, April 27, 2026, the City of Lompoc held the first community workshop for Phase 2 of the General Plan update. The purpose of the workshop was to provide an overview of the Project, summarize findings from the Draft Existing Conditions and Trends Report and receive public input on major issues and opportunities facing the city.

The workshop was held in an open house format, allowing participants to drop in at their convenience. Participants were provided the opportunity to offer public comments and provide information on what they love about Lompoc, what could be improved, and what they envision for the city’s future. The workshop was open from 6:30 p.m. to 8:30 p.m. in City Council Chambers. 

Additionally, the Project Team held pop-up events at the Library on April 27th (prior to the workshop), and at Ryon Park Pickleball Courts on April 28th. These events provided community members with a convenient opportunity to learn about the General Plan Update and complete the community survey.

2050 General Plan Phase 1 Events:

City Council Public Adoption Hearing on the Revised Adopted Housing Element

On November 19, 2024, the City adopted the revised Housing Element Update. The Housing Element Update was originally adopted November 21, 2023, but needed to be revised to ensure compliance with State law. 

While the California Department of Housing and Community Development (HCD) found the Housing Element to be in substantial compliance with State law following several rounds of review in 2024, the City must submit the re-adopted Housing Element to HCD for certification, as outlined in HCD's compliance letter.

Planning Commission Public Hearing on the Revised Adopted Housing Element

On October 9, 2024, the Lompoc Planning Commission held a public hearing to review and discuss the Revised Adopted Housing Element. The Commission voted to recommend the Revised Adopted Housing Element for adoption to the Lompoc City Council.

Revised Adopted 2023-2031 Housing Element Approved by HCD!

On September 19, 2024, the California Department of Housing and Community Development (HCD) completed it's review of the Revised Adopted Housing Element and found that the Element meets the statutory requirements of State Housing Element Law. 

While HCD found the Housing Element to be in substantial compliance with State law, in order to ensure certification, the Housing Element needs to be readopted and submitted to and approved by HCD, as outlined in HCD's compliance letter.

Planning Commission Hearing on the Public Hearing Draft Environmental Justice Element

On September 11, 2024, the Lompoc Planning Commission held a public hearing to review and discuss the Draft Environmental Justice Element with incorporated revisions recommended by Commission during the August 14th hearing. The Commission voted to recommend the revised Draft Environmental Justice Element for adoption by City Council.

Planning Comission Hearing on the Public Hearing Draft Environmental Justice Element

On August 14, 2024, the Lompoc Planning Commission held a public hearing on the Draft Environmental Justice Element. The Planning Commission made recommendations to staff to revise the goals and policies and bring a revised Draft Environmental Justice Element to the Commission at a later date.

City Council Hearing on the Public Hearing Draft Housing Element

The City of Lompoc presented its Draft Housing Element to the California Department of Housing and Community Development (HCD) for initial 90-day review on May 11, 2023. On August 9, 2023, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law. 

The City has revised the Housing Element to respond to each of HCD's comments and prepared a matrix summarizing HCD's comments and the City's responses. The Public Hearing Draft Housing Element was submitted to the Planning Commission on October 25, 2023. The Housing Element will be submitted to the City Council for consideration of adoption on November 21, 2023. Following adoption, the City must submit the Housing Element to HCD for a follow-up 60-day review.

Planning Commission Adoption Hearing for the 2023-2031 Draft General Plan Housing Element Update

The City of Lompoc Planning Commission considered recommendations to the City Council at their regularly scheduled public hearing on October 25, 2023, regarding the adoption of the 2023-2031 Housing Element Update.

The City of Lompoc presented its Draft Housing Element to the State of California Department of Housing and Community Development (HCD) for review on May 11, 2023. The Planning Commission will review HCD’s comments received on August 9, 2023 from the State’s 90-day review period and make recommendations to the City Council.

The Draft 2023-2031 Housing Element Update must accommodate 2,248 new housing units within the City of Lompoc between the years of 2023 and 2031. The plan also includes city policies and programs for the development, rehabilitation, preservation of housing units, and two properties are being considered for a rezone to meet the required number of housing units.

Planning Commission and City Council meetings on the
Public Review Draft Housing Element

In April 2023, the City held meetings with the Planning Commission and City Council to review and discuss the Public Review Draft Housing Element. Information on each event, including the agenda and staff report, are included below. 

Next Steps: 

The City must take 10 business days to revise the Public Review Draft to respond to comments from the public, Planning Commission, and City Council. Following this revision period, the City will submit the updated Housing Element to the California Department of Housing and Community Development (HCD) for initial review. HCD has 90-days to review and provide comments on the Housing Element.

Thank you for providing your input on Environmental Justice!

In January 2023, the City of Lompoc held two community events to gather input from residents about environmental justice and issues facing the Lompoc community. Input gathered through these community events will guide the goals, policies, and programs drafted in the Environmental Justice Element. Check back here regularly for updates on the drafting of the Environmental Justice Element.

 On Saturday, January 21, 2023, the Project Team had a pop-up booth at the Lompoc Outdoor Community Market between 9am and 12pm and gathered surveys about residents' lived experiences in Lompoc.

On Monday, January 30, 2023, the Project Team held an Environmental Justice Element Community Workshop at Lompoc High School to discuss assets, issues, and opportunities in Lompoc. 

Throughout January the environmental justice survey was available online for community members to provide input on various topics related to environmental justice.

On Thursday, October 13, 2022 at 5:00pm, the City of Lompoc held an in-person Community Workshop at Dick DeWees Community Center to discuss the Housing Element and Technical General Plan Update and potential housing sites in Lompoc. The workshop included an introduction to State requirements, a discussion of sites with residential capacity, and a conversation on fair housing issues.

Housing Needs Survey Results

Thank you to everyone who participated in the Housing Needs Survey! The Housing Needs Survey helped collect information about local demand for different types of housing, concerns regarding housing access, and ways for the City to reduce constraints to housing production. The Housing Needs Survey was open for 41 days between August 16, 2022 and September 26, 2022.

The survey results highlighted that supply of homes and cost of housing, for both rentals and ownership options, are the main barriers to housing access in Lompoc. The survey results also reflected present demand for more rental units and homes available for purchase. Among the various types of housing options offered, small multifamily complexes, such as triplexes and fourplexes, were the housing type of choice for increasing the housing stock among survey respondents.

Housing Element Workshop #1

Thank you for joining us for the first Housing Element community workshop held on Thursday, August 18, 2022 at City Council Chambers. The workshop provided an introduction to the Housing Element and Technical General Plan Update, summarized key steps in the process, and sought public input on housing issues and distinct economic, social, and geographic housing needs. The workshop was held in an open house format with multiple stations including display posters and interactive activities designed to encourage community input.

    City Council Meeting #1

    On May 17, City Council held a meeting to discuss the Housing Element & Technical General Plan Update. The meeting provided an understanding of the need for and purpose of updates to the Housing, Safety, and Circulation Elements, as well as the key steps in the process, new State requirements, community engagement opportunities, and contemporary planning issues.
