2023-2031 Housing Element Adopted!

The City of Lompoc presented its Draft Housing Element to the California Department of Housing and Community Development (HCD) for initial 90-day review on May 11, 2023. On August 9, 2023, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law. 

The City revised the Housing Element to respond to each of HCD's comments. The Public Hearing Draft Housing Element was submitted to the Planning Commission on October 25, 2023 and to the City Council on November 21, 2023, at which time the Council adopted the Housing Element.

Next Steps: The City must submit the Adopted Housing Element to HCD for a follow-up 60-day review.

Public Hearing Draft 2023-2031 Housing Element Update Available Now!

The City of Lompoc presented its Draft Housing Element to the California Department of Housing and Community Development (HCD) for initial 90-day review on May 11, 2023. On August 9, 2023, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law. 

The City has revised the Housing Element to respond to each of HCD's comments and prepared a matrix summarizing HCD's comments and the City's responses. The Public Hearing Draft Housing Element was submitted to the Planning Commission on October 25, 2023. The Housing Element will be submitted to the City Council for consideration of adoption on November 21, 2023. Following adoption, the City must submit the Housing Element to HCD for a follow-up 60-day review.

Preliminary HCD Questions on the Draft Housing Element

In June 2023, the California Department of Housing and Community Development (HCD) reached out to the Project Team with a list of preliminary questions on the Draft Housing Element. The Team met with HCD to discuss their questions, and were given an opportunity to provide revisions, where necessary, within the review period. 

The City has provided a response to each of HCD's questions. Please use the button below to download a document outlining the questions and the City's response.

HCD Review Draft 2023-2031 Housing Element Update Available Now

Following a 30-day public review period (March 17, 2023 to April 17, 2023), the City took at least 10 business days to consider comments and revise the document, as required by State law. The HCD Review Draft Housing Element was submitted to HCD on Thursday, May 11, 2023 for initial (90-day) review. Please use the button below to download the HCD Review Draft Housing Element. 

Next Steps:

At the end of the comment period, HCD will provide a letter outlining necessary changes to achieve certification. The City will revise the Housing Element to address each comment and submit the Revised HCD Review Draft to the Planning Commission and City Council through public hearings. 

Public Review Draft 2023-2031 Housing Element Update

The City of Lompoc released the Draft 2023-2031 Housing Element Update for a 30-day public review period from March 17, 2023 to April 17, 2023.

The Draft Housing Element Update plans for existing and projected housing needs to accommodate 2,248 new housing units in Lompoc between the years of 2023 to 2031. It describes citywide policies and programs and identifies a range of sites that will be considered for rezones to meet the required number of housing units.
