This informational flyer provides important information on the 2050 General Plan. The flyer explains what a general plan is, the difference between the General Plan and zoning, and the process for completing the phased update.
Final Circulation Element Available Now!
The General Plan serves as the City’s long-term “blueprint” for future growth and development decisions concerning a variety of issues, including land use, health and safety, and resource conservation.
The Circulation Element identifies existing transportation systems for roadways, multimodal, transit, walkways and trails in the city. The Element also identifies future expansion of circulation system including roadways, transit, multimodal options and trails.
The Circulation Element was available for Public Review and commenting through Wednesday, October 17, 2025.
This Element was adopted by the City Council on July 21, 2026.
Safety Element Adopted!
The General Plan serves as the City’s long-term “blueprint” for future growth and development decisions concerning a variety of issues, including land use, health and safety, and resource conservation.
The Safety Element identifies and, whenever possible, reduces the impact of natural and man-made hazards that may threaten the health, safety, and property of Lompoc residents, business owners, and visitors. The Element covers a series of topics both State mandated and those which are specific to Lompoc and Central Coast. Such topics include flood hazards, fire hazards, seismicity, aviation hazards, and disaster and emergency response preparedness.
The Safety Element was adopted on Tuesday, September 2, 2025.
Environmental Justice Element Adopted by City Council!
On December 3, 2024, the Lompoc City Council adopted the City's first Environmental Justice Element!
The Environmental Justice Element establishes goals, policies, and programs to ensure all members of Lompoc, regardless of race, ethnicity, age, gender, religion, sexual orientation, disability, and socio-economic status feel valued, safe, respected, included, and secure.
Revised 2023-2031 Housing Element Available Now!
The City of Lompoc presented its Adopted Housing Element to the California Department of Housing and Community Development (HCD) for 60-day review on November 21, 2023. On January 29, 2024, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law.
Through spring and early summer 2024, the City worked with HCD to address each remaining comment. During this process the City received informal comments from HCD in writing in April, and again in May, as well as additional comments via Zoom conference call in June.

Public Hearing Draft Environmental Justice Element Now Available!
After receiving public comment on the Draft Environmental Justice Element, the City of Lompoc published a revised Environmental Justice Element in April 2024 that was available for public review for a 30-day period.
The Draft Environmental Justice Element establishes environmental justice goals, policies, and implementation programs to ensure all members of the Lompoc community regardless of race, ethnicity, age, gender, religion, sexual orientation, disability, and socio-economic status feel valued, safe, respected, included, and secure.

On August 9, 2023, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law.
The City revised the Housing Element to respond to each of HCD's comments. The Public Hearing Draft Housing Element was submitted to the Planning Commission on October 25, 2023 and to the City Council on November 21, 2023, at which time the Council adopted the Housing Element.
Next Steps: The City must submit the Adopted Housing Element to HCD for a follow-up 60-day review.

Public Hearing Draft 2023-2031 Housing Element Update
The City of Lompoc presented its Draft Housing Element to the California Department of Housing and Community Development (HCD) for initial 90-day review on May 11, 2023. On August 9, 2023, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law.
The City has revised the Housing Element to respond to each of HCD's comments and prepared a matrix summarizing HCD's comments and the City's responses. The Public Hearing Draft Housing Element was submitted to the Planning Commission on October 25, 2023. The Housing Element will be submitted to the City Council for consideration of adoption on November 21, 2023. Following adoption, the City must submit the Housing Element to HCD for a follow-up 60-day review.

Preliminary HCD Questions on the Draft Housing Element
In June 2023, the California Department of Housing and Community Development (HCD) reached out to the Project Team with a list of preliminary questions on the Draft Housing Element. The Team met with HCD to discuss their questions, and were given an opportunity to provide revisions, where necessary, within the review period.

HCD Review Draft 2023-2031 Housing Element Update
Following a 30-day public review period (March 17, 2023 to April 17, 2023), the City took at least 10 business days to consider comments and revise the document, as required by State law. The HCD Review Draft Housing Element was submitted to HCD on Thursday, May 11, 2023 for initial (90-day) review. Please use the button below to download the HCD Review Draft Housing Element.
Next Steps:
At the end of the comment period, HCD will provide a letter outlining necessary changes to achieve certification. The City will revise the Housing Element to address each comment and submit the Revised HCD Review Draft to the Planning Commission and City Council through public hearings.
Public Review Draft 2023-2031 Housing Element Update
The City of Lompoc released the Draft 2023-2031 Housing Element Update for a 30-day public review period from March 17, 2023 to April 17, 2023.
The Draft Housing Element Update plans for existing and projected housing needs to accommodate 2,248 new housing units in Lompoc between the years of 2023 to 2031. It describes citywide policies and programs and identifies a range of sites that will be considered for rezones to meet the required number of housing units.
